International Student Scholarship and Financial Aid Evaluation Measures (Formulated January 2024)
Chapter I: General Provisions
Article 1 To advance the internationalization process of our university, promote the high-quality development of international student education, motivate international students to study diligently, and enhance their overall quality, these Measures are formulated in accordance with the spirit of relevant documents including the Administrative Measures for the Enrollment and Cultivation of International Students by Schools (Ministry of Education, Ministry of Foreign Affairs, Ministry of Public Security Order No. 42), the Ministry of Education's Quality Standards for Higher Education of International Students in China (Trial) (Jiao Wai [2018] No. 50), and the Anhui Provincial Foreign Student Scholarship Management Interim Measures (Wan Jiao Mi Wai [2013] No. 134), and in combination with the actual situation of the university.
Article 2 The Huangshan University International Student Scholarships and Financial Aid are available to applicants who are undergraduate degree students or non-degree preparatory students enrolled in our university.
Chapter II: Basic Application Conditions for Scholarships and Financial Aid
Article 3 Basic conditions for applicants:
(1) Possess foreign nationality, hold a foreign passport and a valid visa for China, consciously abide by Chinese laws and regulations, have no record of violating Chinese laws and regulations, and be friendly towards China.
(2) Have an educational background equivalent to or higher than a Chinese senior high school diploma.
(3) Abide by all university rules and regulations, have not received a warning or any higher-level disciplinary sanction; respect teachers, unite with classmates, and actively participate in academic, cultural, and sports activities both on and off campus, demonstrating good conduct.
(4) Register for study on time and pay tuition fees, accommodation fees, and other relevant fees promptly and in full.
Chapter III: Types, Amounts, and Evaluation Criteria for Scholarships and Financial Aid
Article 4 Types of Scholarships and Financial Aid
(1) Study in Anhui Scholarship
(2) Study in Huangshan Scholarship
(3) Practice Star Award
(4) Freshman Financial Aid
Article 5 Amounts and Evaluation Criteria for Scholarships and Financial Aid
(a) Study in Anhui Scholarship
Applicants for the Study in Anhui Scholarship must be degree-seeking international students who did not participate in the Chinese Government Scholarship evaluation in the current academic year, have studied in their major for one year or more, and have no record of absenteeism from exams or failed courses. The Study in Anhui Scholarship has two grades:
First Prize: RMB 20,000, awarded to those whose comprehensive assessment score ranks in the top 20% among degree-seeking international students who did not participate in the Chinese Government Scholarship evaluation in the current academic year.
Second Prize: RMB 15,000, awarded to those whose comprehensive assessment score ranks in the top 50% among degree-seeking international students who did not participate in the Chinese Government Scholarship evaluation in the current academic year.
(b) Study in Huangshan Scholarship
Applicants for the Study in Huangshan Scholarship must be degree-seeking international students who did not participate in the evaluation for the Chinese Government Scholarship or the Study in Anhui Scholarship in the current academic year, have studied in their major for one year or more, and have no record of absenteeism from exams or failed courses. The Study in Huangshan Scholarship has three grades:
First Prize: RMB 12,000, awarded to those whose comprehensive assessment score ranks in the top 20% among similar degree-seeking international students.
Second Prize: RMB 10,000, awarded to those whose comprehensive assessment score ranks in the top 50% among similar degree-seeking international students.
Third Prize: RMB 8,000, awarded to those whose comprehensive assessment score ranks in the top 80% among similar degree-seeking international students.
(c) Practice Star Award
Awarded for active participation in various quality and ability practice activities on and off campus, serving as a role model among international students, and winning awards in university-level or above practice activities or competitions. The award amounts are as follows:
National level competition (per instance): First Prize RMB 3,000, Second Prize RMB 2,000, Third Prize RMB 1,200.
Provincial/Ministerial level competition (per instance): First Prize RMB 1,000, Second Prize RMB 800, Third Prize RMB 600.
Prefectural/Municipal or University level competition (per instance): First Prize RMB 600, Second Prize RMB 400, Third Prize RMB 200.
Individual commendations at each level will be rewarded with the average amount of the prize money for that level.
If a monetary reward has already been received from the university for the same achievement, no duplicate bonus will be issued. For the same award, the bonus will be issued according to the highest level received.
(d) Freshman Financial Aid
The Freshman Financial Aid is divided into Preparatory Student Freshman Financial Aid and Degree-seeking Student Freshman Financial Aid.
Preparatory Student Freshman Financial Aid applicants are those who are coming to our university for the first time, primarily to study Chinese language and culture courses, have selected an intended major but have not yet commenced professional studies. It has two grades:
First Level Financial Aid: RMB 12,000, for applicants with an average high school score of 85 points or above (converted to a percentage system).
Second Level Financial Aid: RMB 10,000, for applicants with an average high school score of 70 points or above (converted to a percentage system).
Degree-seeking Student Freshman Financial Aid applicants are divided into two categories: first-time incoming degree-seeking freshmen and degree-seeking freshmen transferring from within the university's preparatory program.
First-time incoming degree-seeking freshman financial aid has two grades:
First Level Financial Aid: RMB 15,000, for applicants with an average high school score of 85 points or above (converted to a percentage system).
Second Level Financial Aid: RMB 12,000, for applicants with an average high school score of 70 points or above (converted to a percentage system).
Financial aid for degree-seeking freshmen transferring from within the university's preparatory program has three grades:
First Level Financial Aid: RMB 15,000, for those whose comprehensive assessment score ranks in the top 20% of the applicant pool, with no record of absenteeism from exams or failed courses.
Second Level Financial Aid: RMB 12,000, for those whose comprehensive assessment score ranks in the top 70% of the applicant pool, with no record of absenteeism from exams or failed courses.
Third Level Financial Aid: RMB 8,000, for applicants with a qualified comprehensive assessment score and no record of absenteeism from exams or failed courses.
Chapter IV: Evaluation Procedure
Article 6 The application and evaluation procedure is as follows:
(1) Scholarships and financial aid are evaluated once per academic year. The application notice is issued before the end of October each year.
(2) Eligible international students shall fill out and submit the application form along with relevant supporting documents as required by the notice and in a timely manner.
(3) The College of International Education conducts the initial review of application materials.
(4) The Huangshan University International Student Scholarship and Financial Aid Evaluation Leading Group conducts the evaluation. The evaluation results are publicized for a period of no less than 3 working days.
(5) [Note: Original numbering skips (五)] The proposed list of scholarship and financial aid recipients, having received no objections after publicity, is submitted to the university for approval, finalizing the evaluation results.
(6) The College of International Education handles the subsequent work related to the disbursement of scholarships and financial aid.
Chapter V: Supplementary Provisions
Article 7 If an international student who has received a scholarship or financial aid is found to have engaged in fraudulent or deceptive practices, and the investigation confirms it, the university has the right to recover the corresponding funds and impose appropriate disciplinary actions according to relevant university regulations. If suspected of illegal activities or crimes, the case will be transferred to judicial authorities. Freshmen who withdraw from studies less than one year after registration must refund the full amount of the Freshman Financial Aid received.
Article 8 Scholarships and financial aid for students from Hong Kong, Macao, and Taiwan shall be evaluated with reference to these Measures.
Article 9 The evaluation work for Chinese Government Scholarship students shall be carried out in accordance with the relevant documents.
Article 10 These Measures take effect from the date of promulgation. The College of International Education is responsible for interpretation.
