Chapter I: General Provisions
Article 1 These Regulations are formulated in accordance with the Ministry of Education's Regulations on Laboratory Work in Higher Education Institutions, considering the actual circumstances of our university, to strengthen laboratory construction and management, and to further improve the university's teaching quality and scientific research level.
Article 2 Laboratory construction and management must earnestly implement the Party's educational policy, strive to cultivate innovative talents who are comprehensive, well-rounded, and adaptable to the needs of socialist modernization, and effectively utilize laboratories as venues for experimental teaching, scientific research, production testing, and technological development. Each laboratory should continuously update and enrich its content according to the characteristics of different disciplines. Article 3 Laboratories are affiliated with the university. Laboratory construction should proceed from reality, adhere to the principle of diligence and thrift in running the school, be based on the university's development plan and the needs of the experimental teaching and scientific research tasks undertaken, and be planned comprehensively and set up rationally. Laboratories should demonstrate innovation, continuously improve experimental technical levels, accelerate modernization, and make all laboratory work scientific, orderly, standardized, and systematic. With a rigorous scientific attitude, laboratory management should be strengthened to fully utilize existing human, material, and financial resources and improve investment efficiency.
Article 4 Laboratory instruments and equipment should be allocated scientifically and rationally, fully leveraging the potential of existing equipment. Modern means should be used to implement scientific management of instruments and equipment.
Article 5 Laboratory construction requires a dedicated, high-minded, and experienced workforce with rich teaching experience and proficient experimental techniques. Chapter II: Tasks of the Laboratory

Article 11 Each laboratory shall be responsible for the management, maintenance, metrology, and calibration of its instruments and equipment, keeping them in good condition. Where conditions permit, work on the development and fabrication of laboratory apparatus should be carried out.
Article 12 Strictly implement all rules and regulations regarding laboratory work. Based on work requirements, strengthen the training and management of laboratory personnel, fully mobilize their enthusiasm to effectively complete their duties.
Chapter III: Laboratory Structure
Article 13 The laboratory structure of our university implements a system of unified leadership and hierarchical management. A university leader is assigned to oversee laboratory work across the university. Management is conducted at two levels: university and school/department/center, with primary management responsibility resting with the respective schools/departments/centers.
Article 14 The Academic Affairs Office is the administrative functional department responsible for experimental teaching and laboratory construction management within the university. Under the leadership of the assigned university president, it manages and coordinates the work of various laboratories. Specific work is handled by the Teaching Materials and Equipment Section of the Academic Affairs Office, whose main responsibilities are:
Implement national guidelines, policies, laws, and regulations. Formulate implementation measures based on the latest Ministry of Education requirements for laboratory management and the actual situation of the university's laboratory work.
Based on the layout of disciplines and specialties, provide opinions on the establishment and adjustment of laboratories university-wide, and be responsible for the routine management of experimental teaching operations.

Article 15 Laboratories implement a director responsibility system for the Experimental and Practical Training Center (without administrative rank). Chapter IV: Laboratory Construction and Management
Article 16 Laboratory construction is an important part of discipline and specialty construction. The construction and development plan of laboratories shall be incorporated into the overall development plan of the university, considering comprehensive factors such as environment, facilities, instruments and equipment, personnel structure, and financial investment. Among these, buildings, facilities, and large equipment shall be included in the university's capital construction plan according to the plan; general instruments, equipment, operating costs, and maintenance fees shall be included in the university's financial plan; laboratory staffing and team building shall be included in the university's personnel plan.

Article 18 The establishment of a laboratory shall meet the following basic conditions:
Have a stable disciplinary development direction and sufficient experimental teaching workload, along with certain scientific research, technological development, or other tasks.
Possess laboratory space, facilities, and environment that meet experimental technical and national standard requirements.
Have matching instruments and equipment suitable for completing teaching, scientific research, and technological development tasks.

Have scientific work norms and sound management systems.
Article 19 The establishment, adjustment, or abolition of a laboratory shall undergo application and approval procedures:
The establishment of a new laboratory must align with the university's disciplinary development and experimental teaching requirements. The proposing school/department/center shall submit an application report including: laboratory name, construction objectives and tasks, personnel allocation and structure, existing equipment conditions, experimental environment and space, construction plan, benefit analysis, assessment and acceptance, etc.
Laboratories should have appropriate scale and relative stability. Chapter V: Laboratory Staff
Article 24 Laboratory staff are an important component of the teaching and research team. Effective measures shall be taken to create various conditions for training this team, enabling them to play their due role in teaching and research.
Article 25 Laboratory staff include: teachers, researchers, engineering technicians, experimental technicians, management personnel, and skilled workers engaged in laboratory work. All personnel shall have clear division of responsibilities, perform their own duties, cooperate unitedly, and jointly complete various tasks.
Article 26 Directors and deputy directors of Experimental and Practical Training Centers shall be nominated by the respective schools/departments/centers, reported to the Academic Affairs Office for review, and appointed by the university.
Article 27 The director of an Experimental and Practical Training Center shall be appointed from among teachers or experimental technicians with high ideological and political consciousness, good professional quality, certain professional theoretical knowledge and teaching experience, strong organizational and management skills, and who are enthusiastic about laboratory work (generally should hold a deputy senior professional title or above).
Article 28 The main responsibilities of the director of an Experimental and Practical Training Center are:
Be responsible for formulating laboratory construction plans and work plans, and organizing their implementation and checking their execution.
Lead and organize the completion of laboratory tasks stipulated in Chapter II of these Regulations; check and urge the completion of statistics for various laboratory information and data reports.
Be responsible for ensuring good scientific management of the laboratory, implementing relevant rules and regulations, supervising the management of various items and storerooms, and reviewing the receipt of items.
Be responsible for formulating job responsibilities for various types of personnel in the laboratory, and be responsible for the training and assessment of full-time laboratory staff in the laboratory.

Article 29 The staffing of laboratory personnel shall be determined based on a comprehensive assessment of factors such as the number of enrolled students, the volume of experimental teaching and research tasks undertaken, and the status of laboratory instruments and equipment. Their professional appointment and promotion shall be carried out according to relevant national and university regulations.
Article 30 The university shall regularly conduct inspections and evaluations of laboratory work. Collectives and individuals with significant achievements shall be commended and rewarded. Those who violate rules, are negligent, or cause losses due to irresponsibility shall be criticized, educated, or given administrative sanctions depending on the severity of the case, with legal liability pursued where applicable.
Chapter VI: Management and Statistics of Laboratory Archives and Basic Information
Article 31 Laboratory archive management and basic information statistics are important indicators for comprehensively assessing laboratory work. Each school/department/center shall assign staff with strong sense of responsibility and independent working ability to be specifically responsible. The responsible staff shall:
Be responsible for the collection, sorting, and archiving of laboratory archives. To ensure the content is true and data accurate, original records and raw data materials shall be properly kept, strictly preventing loss or alteration.

Chapter VII: Laboratory Safety
Article 33 Laboratories shall strictly abide by relevant national regulations on environmental protection and labor protection. They shall not arbitrarily discharge waste gas, wastewater, or waste to pollute the environment. Effective labor protection measures shall be taken for substances harmful to human health, such as high temperature, low temperature, radiation, bacteria, noise, toxicity, and dust, to strengthen the protection of staff and experimenters.
Article 34 Laboratories shall strictly comply with national regulations and systems concerning the management of hazardous materials, safety, and security, and strictly implement the Huangshan University Laboratory Safety Management Measures. Regularly inspect fire prevention, theft prevention, explosion prevention, and accident prevention measures.
Article 35 Each laboratory shall establish safe operating procedures based on the characteristics of its experimental teaching work. Chapter VIII: Supplementary Provisions
Article 36 Each school/department/center shall formulate specific implementation rules according to these Regulations and their actual situation, and implement them conscientiously.
Article 37 These Regulations are interpreted by the Academic Affairs Office.
Article 38 These Regulations take effect from the date of promulgation. Any previous provisions contrary to these Regulations shall be superseded by these Regulations.
